Just remember that your paint job is only as good as the one you are going over. So if there is peeling paint now it may peel again and take what you apply with it.

Removing all the failing coating will be the best way to do it and there are a mulitude of removers on the market and I like the solvent based ones as I have not had good luck with so called safe removers. Or you could just scrape and sand to remove as much of the existing coating as possible.

As far as the primer you will want to use a Krylon primer if you are going use a Krylon topcoat as that way you know there will not be a compatability issue.
