Tub Overflow Plunger Stuck in Drain

I have a stuck plunger on a lever type of tub drain. It is stuck ABOVE the drain opening so water can flow out. Even when I put water directly in the Overflow pipe I still have drainage but it seems that the mechanism is jammed in place. Any tips or solutions on how to get this thing loose? I will give baking soda and vinegar a try but wanted to see if anyone had success with anything else. Oh, and yes, I tied a piece of shoelace to the part so if be does loosen (some day) it can hopefully be retrieved. Terry
