Unclogging a chandelier arm

Hello,
I am wondering if anyone out there knows how (manually or chemically) to remove an obstruction (a piece of electrical tape) from the brass arm of a chandelier. The chandelier is made out of cast brass and the opening is very small. If there is a way I can dig it out or some kind of chemical I can use that won't ruin the brass finish, please let me know.
