Unclogging a chandelier arm

I've heard of people doing this in similar cases: take the end of a shop-vac hose, duct tape it as airtight as you can to the opening of the chandelier arm, and turn on the shop-vac. They put out a lot of suction, and can easily suck an obstruction like this.
