I have never been a big fan of baseboard heat. In fact I started looking for opportunities to upgrade for forced air to radiant heat and found some good information at www.warmzone.com for the most complete set of solutions. If possible I would opt for an underfloor system rather than a baseboard system. Are you do a complete remodel or just trying to augment the heat in your basement? If the later I understand why you are not going for radiant heat under the floor covering and think baseboards will help out.
