Underlayment Necessary?

I'm just beginning remodelling my kitchen. My house is 90 years old. There is a basement under the kitchen. There is approximately 1 inch or so of various materials over the subflooring.

I intend to rip up all of the old floor down to the subfloor, then lay a layer of plywood, then put down an underlayment then ceramic tile (12x12).

Do I NEED concreteboard underlayment? I've heard of a kind of underlayment that is painted on. Can I use that instead? I have also seen indication that I would not need any underlayment over the plywood. Is THAT correct? Your assistance is appreciated.
