Underlayment for tile roof

I am replacing my tile roof due to Hurricane Wilma in SW Florida. It is an all hip roof, with a 5/12 pitch. I've addressed other questions about replacing with metal in previous posts. I now have a question about replacing with tile.

I've been told that you can use peel-and-stick under tile and you can also put down 30 lb. felt first, and then peel-and-stick on top of that. Is that feasible?

I also have a question on the tile itself. If I went with tile it would be concrete, and I am debating the merits of using foam to secure the tile as opposed to screwing the tile down. Screwing the tile down obviously puts more holes in the roof, but will the tile loosen over time with just foam? At a 5/12 pitch, I would like to hear opinions anyone has as to the best way to go.
