Upstairs deck pan

We had a new home built last year with a 300' deck over our back patio. The builder put in a metal pan that has soldered seams and put the stucco right down to the bottom of the pan. We now have a leak at the door upstairs and find they did not put a door pan in either door. They have tried to fix it but it still leaks. The builder has now decided to add door pans but the roofer that came out said the metal pan is not enough and they should have added a ploythene layer before putting the deck down and the stucco should not be all the way to the bottoem of the pan. The builder of course does not want to take the deck up but is it necessary to have the polythene layer down or is a metal pan "the better long term option" as the builder says? Is there a code that should be followed? Thanks
