My shower, a two handle shower, has developed a leak and needs to have the washers replaced. When I attempted to remove the valve stems, found the handles would not come loose from the stems. Yes, I removed the locking screws from the handles.

Might be mineral deposit "welding" the pieces. Try vinegar on it for about an hour and see if it loosens then.
