Vinyl over ceramic tile

I want to put vinyl flooring over ceramic tile. Do I have to remove the ceramic tile first? The ceramic looks like it is from late sixties and might have been laid over the original kitchen flooring.

You should remove it. If the tile is sound and adhered well; you can put down floorpatch to fill the joints and then put the vinyl down. But then your relying on a 40 year old floor to remain stuck.
