The products you are useing are the ones I would go with, but are you giving them enough time to work. You should let the removal product set at least 20 minutes and you should apply it at least twice which means you wait at least 40 minutes before you start doing anything to the wall. The best way to apply the remover is with a pump up garden sprayer and be sure to start at the bottom of the wall and go up. If you can not get all of the adhesive off this way then sanding is your last resort and if you can not get all of it off you will need to prime the walls with Bin primer from Zinsser and then you are ready to start repairing the walls. If there is any other wallpaper in this house I would not remove it but just prime and paint over it as you have found out it really becomes a part of the wall when they were not properly prepared to start with.
