Water softerner issue

I have a Kenmore 80 water softener. Recently I noticed that there is water about half-way up in the salt storage tank (with a small layer of salt at the bottom) instead of salt pellets as I usually see before. Is this normal? What caused this problem?
I initiated manual recharge cycle. The water level is supposed to be lowered as the water is drawn back into the resin tank. However, that was not the case. The water level was hardly move. Could there be a problem with the brine valve? Please help with the fixes. Thank you
