We are going to be renovating a bathroom on the first floor of our new house to make it wheel-chair accessable (toilet and sink only) for my fiance's father. Does anyone know the minimum dimension that a person in a chair can maneuveur in? His father lives far away and can't just stop by in the process to try it out.

Also visit www.ada.gov and download their "ADA Standards for Accessible Design". It is all you ever wanted to know about handicapped access requirements and more.
