asbestos tile

I think I have a small area of asbestos tile at the bottom of the basement stairwell (approx 3 feet wide by 12 feet long) all other areas of the basement are just cement floor. We recently had a small flood and had to remove all the carpet which was only over the asbestos tile. Rather than remove the tile (but now knowing it is there) can we just carpet over it again or does it have to be removed? Should we put a paint sealant on the suface first? Knowing it is there now, is our family at risk? There are two cracked tiles on the outer edges (secure - not loose) but all other tiles are still intact.
