band saw tracking problems

I recently acquired a new in the box Sears 12-inch bandsaw, but it is over 5 years old, sitting in a garage. I have assembled it, but I am having tracking problems, I have tried different tracking adjustments. My blade remains in the center of the two wheels, but the rubber bands on the wheels move off the wheels. The top rubber goes to the inside and the bottom rubber goes to the outside. I wonder if it is a tracking problem or could the rubber be bad after sitting for so long. Any suggustions?
