black dots on shingles

yes it is on all sides of the house with
no trees.
I've been told that the cedar mulch will give you black mold spores on your siding which I believe that's what I have.
My question to the bloggers are how do I get rid of these mold spores on the cedar.
I've tried bleach and other products but nothing works unless I start sanding.
I put semi-transparent stain with a mold kill treatment in it on new shingles and I
haven't seen any spores on this new wall.
I need to get rid of the stuff I have on the other walls that have the spores.

Also can I restain in the winter?

Thanks
