I can't say if iti s a problem but I can tell you why it is like that. I happens when they pour the foundation. They fill the forms part way going around the foundation. The weight of the cement can blow out the forms if you fill to quick. By the time they get around to the beginning the concrete has partially setup and next layer sits on top of it. This leaves a line between the layers. Unless the concrete was left to sit too long this is not a problem. The next layer bonds to the first layer. If left too long there can be an issue with the bonding. The darker area is probably from a different truck load. Should not be a problem except as noted above.
