concrete pad vs. block foundation

Our plan is to build a 2 story 20'x30' garage with storage upstairs. My husband wants to put the garage on a 6" concrete pad which I feel will eventually crack and cause foundation problems. I prefer a block foundation. Which would be best? We live in western New York.

Turned down lug

The slab is fine but the edge of the slab should be thickened and turned down into the ground onto a stable compacted sub grade that is below the frost line to prevent heave.
