Cement reaction??

I built a new home 9 years ago. Everytime the floor in my garqage gets wet, the spot that is wet gets the white powdery flakey looking stuff around the perimeter of the wet spot. Im not sure if it does it in the summer, cant remember, but does in the winter. Since I park in the garage, and come home from work with snow or ice and rain, the floor gets wet and the white stuff starts. Is there something i should be doing to the floor to stop it?
