Can pressure-treated wood be painted? stained? Any time considerations?

You can do either. Just give the wood a chance to dry thoroughly. Unless you live around my area, allow the sun to dry it for a few days.

Several months to a year are recommended in climates which have a lot of damp weather.

Make sure that any cut ends are sealed right away.
