flat roof ventilation and slope

Hi

I hope someone can help me? This is my situation, I was asked to build a two storey addition plus basement, the terms were i would build the basement and then the main floor in order for the home owner to move in, and then the top floor, after completing the main floor which i glued and nailed the plywood and is perfectly flat Im now told by the owner they dont have the money to finish the top floor therefore they want me to just finish the roof, my problem is i have no slope and no vantilation, and i dont want to pull out the the plywood as it is glued and nailed and it would be very dificult, i know i can probably spray foam the inner joist with out ventilation , but the owner is conserned with the cost does anybody have a cheaper and quicker solution to ventilating and sloping this roof , the measurement is 300 square feet.
