flat roof, which is best way to fix/replace

Just need to know what is the best route to take here. I have a flat roof on a house thats about 80 years old. Been putting down black tar like stuff the last couple of years but now I need a new roof. What is best, a base sheeting/rolled roof or a rubber roof?
