flourescent lights...HELP

Hi All,
I am having troubles getting my flourescents in the garage to correctly light...or in some cases to light at all. Have even replaced all bulbs to no avail.
I have four lights units with double 4 foot bulbs. Some dimly flicker a hazy-erie type glow and other bulbs won't light at all.

Here's the clencher: Two of the four units are brand new. All bulbs are new. I have tried plugging these into different outlets with no success.

George,

You say two units are brand new. Were the other two already in the garage and did they work?
What else is on the circuit with the lights?
The current draw for them should not be a problem but depending on what else is on the cicuit they could be overloading the cicuit. All of the plugs are probably on the same circuit.
Unplug all but one and try it. Or take it into the house and try it.
