glazed tile/paint

Our house foundation is made of yellow glaze block. I would like to paint it a different color but several painters have told me that I couldn't paint it because the paint won't stick. The foundation is not shinny and slick as it has weathered 60 years. Is there any thing I can apply to the tile to make the paint stick?

acid etching or sandblasting

The glazing can be acid etched or sandblasted before painting. They also make special primers that can be used over a glazed surface.
