heat pump blowing cold air

We have a 2yr old system in the house and the outside unit is 5. When we turn on our heat the furnance kick on and the out side fan is on also.The pipe leading to the outside unit to the house it warm when you touch it. The problem is when we turn our heat on it goes from 69 degress to 60 degrees. Heat pumps are suppose to blow cool but not freezing. Any suggestions.
