The 'off' traveler wire (in either mode) on a 3-way switch reports 23 volts. (I would expect 0 volts). The switch tests ok and the wires are not shorted. Where is the 23 volts coming from!? (Note: This situation exists, with varying voltages, on every 3-way switch in the house).

In another, SEPERATE but seemingly related, problem: I have 3+bare coming into a switch box to feed 2 seperate circuits (black-circuit [A], red-circuit [B]). When [A] breaker is off I continue to pickup ~7 volts on [A]! When [B] is turned off: [A]'s voltage drops to 3 both in the box and at the breaker. Assuming the breaker is faulty (leaking 3 volts) why would [A] pickup 4 volts from [B] when [B] is on? I have not tested the voltage on the reverse: [A] on [B] off. (Note: These 2 lines are connected to the same phase).

(I've confirmed these findings by using 2 testers).

Let me ask you, what kind of billing do you live in? Is it one where all of your wiring is in metal conduit or is it exposed?
Induction sounds like the problem here,
if the wiring is inclosed in conduit there is a strong chance that there might be to many wires in that pipe and some voltage is leaking through the insulation and going into the other conductors or the other possibility might be that the insulation is old and broken down causing leakage as well.
If the wiring is not in-cased in conduit there might be to many wires jammed into a splice box and the same goes here for broken down or damaged insulation.
