I guess you could install the floor first but normally the flooring is not installed under the baseboard, also you then will working over a finished floor and could damage it.
I would install all of the trim and prime it before you caulk and if do not run to large of a bead the paint lines will be straight. Alot of painters are getting the trim finish coated and then apply the color on the walls as it is easier to get straight lines. The wall should be primed and ready for the final coat of color in this process.
