if the cork was used as part of the laminate installation,then i think you need to remove it.( if it's loose layed,not glued down?)
whats under the cork? i can understand they want the cork out,but why the 1/4" plywood? it could be that whats under the cork is not an approved underlayment for the new floor....good luck
