Is there any hope of shrubs making a comeback after this drought? If not, when is a good time to plant new ones, fall or spring, and how can I tell what to get? I didn't lose all, so I would like to plant the same as what I already have, but I have no idea what I have. I am not much on landscaping.

Bend the branches between your fingers for an indication. If they are crisp they are dead at that spot, If they only bend, there is still life. It is only an indication because sometimes they just die back. Give them time in the spring if you are patient. Otherwise, Spring and fall, and a mild winter are good times to plant.
