I am not sure about a grant to pay for removal.
If you do not disturb the siding then you do not have a problem with asbestos getting in the air. I would paint the siding as that will help protect the siding from breaking down, but with it's age it may have already been painted. The painting process is pretty straight forward, with washing to remove the dirt and moss first. The primer will be a 100% acrylic exterior primer follows by a 100% acrylic exterior house paint in either flat or satin, with the satin the preferred finish as it will stay cleaner.
