i'd wager there's a conc fnd UNDER those block walls,,,

if you've got frost to that depth, you'd need a footer 1st,,, THEN pour the wall on top of it,,, but the bldg code'll have your rqmts clearly outlined,,, short answer's 'NO, you cannot!'

then again, its YOUR garage !,,, but if you ever want to sell the property, you may open yourself to 'troubles'
