just wanted to know what the advantages are for covering up those spinning vents on top of the house. I've seen a few neighbors do it but too many. Thanks.

DON'T cover them up. They are there to ventilate the attic. Covering them up guarantees problems and expensive repairs in the future. Covering them will not save on utility bills.
