I need to replace my outside water spicket it is leaking from right inside the house where it goes out. What tools do I need I know I need a little pipe cutter but what are the other things

If you have to ask then call a professional as your asking "What tools" not at least giving us any information saying if it is IPS or copper tubing as each material requires different tools such as pipe wrenches or a torch PIPE cutters or TUBING cutters etc.
