what's the difference

i have 2 question here i hope some of the more experience people can help me out
1
in the island when building a single story house they dig out the foundation about 12x12 then pour concrete in it then they start laying their block after they finish the entire house they would go back pour in cement for the floring room by room how does that affect the house

in the island for a single story every corner of the house they build the colum out of pour concrete what they do is use ply to box up the corner then pour cement in in the us they just used the regular block for the entire house including the corner here is a picture i attach where they build with ply pour cement in it then use block in the middle my question is what's the difference

Post and beam

While the details are different it appears to be a post and beam construction.

You have the structural post and beams that support the house. They can be wood, steel, or concrete.

Then between them concret blocks in your case. In other home straw bails or SIP panels are used.
