My contractor wants to put OSB board over our damaged plywood. About 2/3's of the plywood is damaged because of lack of ventilation. Is this ok?

The damaged plywood should be removed and the damaged sheets replaced with new plywood.
Not that plywood is superior to OSB for roof use (it is not), but that OSB is smaller in dimensional thickness than plywood and it may be noticeable after the new shingles on with this difference in thickness.
