After swapping out thermostats I would not get any display on the new one. Put the old one back in and nothing worked either. I checked the voltage between R and C and see that I am only getting 12V. Nearly positive I should be getting 24V. Is there something that can be reset somewhere?

Was the system working correctly before you changed the thermostat. If not what was it doing or not doing.

Yes. It was working fine before I swapped thermostats. I am guessing I might have tripped something moving the wires around.

Doesn't the thermostat get it's power from batteries? If so it should display a reading even it it isn't connected. What is the model # of the new thermostat.I will look it up and what system are you trying to connect it to?
If you still had the power on when you were trying to connect it check on the furnace for a small fuse that looks like a car fuse.
