I am replaceing my old roof on a house built in the early 70's. The installer wants to remove the old vent pipes from the hot water heater and toilet etc... and replace them with new PVC pipe. Is this a good idea or not I don't see anything wrong with the old ones. Is this something new in todays industry.

I don't know what the current materials are or how they are installed.

But in most cases a gas water heater has hot exhaust gases and needs a metal flue. The use of PVC pipe for a flue would be a hazard.

However, if jacks or flashing with rubber seals are used then they should be replaced.
