Question:
I am currently finishing the basement of our home which has cinder block foundation, built in the 1940s. My question is do I put the 6mm vapour barrier next to the wall or do I put the strapping, insulation and then the vapour barrier? (and, yes, the basement is a little damp right now.)

Terri,

You've got to control the humidity first. Otherwise you will have all kinds of problems with mold, rotting wood, etc.

A vapor barrier is not the solution. A vapor barrier is only for normal household humidity levels.
