I have french drains in my basement.There is a 1in. gap around my whole basement.Do I frame over it or do I frame right in front of the gap.

Keep the gap open if not more than 1". The gap is there so that if any water trvela down the face of the wall, it enters the gap, into stone and eventually into a pipe and travels otside the house usually to daylight.
