I'm not sure whether to put up a vapor barrier, (plastic sheeting), right against the foundation, before I stud the walls or on the studs before I drywall

Put it on the heated side of the insulation or water will condense on the back side of your insulation. Leave a gap between studwall and basement wall. If concerned about a moisture barrier on cement wall, then use a drylock product.
