Our basement rec room is very cold in the winter and we want to supplement the heating with either an electric baseboard heater or a fan. Which would work better. Also we seem to have an old cistern underneath the floor in our basement kitchen that has sewage in it. How do we get rid of it and fill it or cap it?

You didn't say what the fan would do. There must be some source of heat, or a fan alone wouldn't help. Therefore, I'd go with the baseboard heater.
As to the cistern - if it really has sewage in it, I'm sure there are local laws regarding what you can and can't do about it. You might check with your county or city.
