I have a wood frame home that sits on 3 high block tiers. The crawl space is open.
Would it be right to go under the house and stretch a string across the joists, then level up any joists that are sagging? Should I install new joists to the ones that are sagging?
Also would like to know if I should put down a vapor barrier on the ground or leave as is since it is not an enclosed space?

That would work very well. Just a thought, you might be better off to install a beam across the center of the joists. remember to jack only a little at a time and go up and look for damage often. Don't be surprised if you have to do some wall/ceiling repair afterwards.
