There are so many opinions on the proper "sequence" which I'm sure you've run into in your searches. The approach I am taking is derived from a thread I read on the "breaktime" discussion board on the 'Fine Homebuilding' page of www.taunton.com;

Concrete Wall (poured or block)

Foam rigid insulation glued to concrete wall(From what I understand this is "optional" but "recommended" (very loosely) in areas of severe cold weather)

6mil Poly stapled to the concrete wall side of an interior framed wall...The wall's base and top plate is to be spaced 1-2 inches off the concrete wall.

Unfaced Fiberglass Batts between studs of drywall...

Wallboard screwed or nailed to interior wall frame.

LATEX flat or semi-gloss paint on interior wall to allow moisture to pass in and out of the interior wall.

That's my synopsis of what I've read both in magazines and on the web...for what it's worth. I guess I'll find out if I'm right in a few years.
