The concrete forming the basement walls was not level when house was built. The wood forming the frame is about an inch above the foundation top. Shims were put in to fill the gaps and the outside was filled in with concrete. There are also moisture holes in the top of the concrete on the outside. When the wind is blowing and it's raining hard, the water comes into the basement at the top of the concrete. Does anyone have any ideas about how to seal the water out?
