I was wondering if anyone had suggestions for finishing off a basement. We currently have a foundation wall constructed from concrete block. Our house is approximately three years old and we previously had problems with water in the basement. Several months ago we had a basement dewatering system installed, which prevents the water from laying on the floor, but we still have some seepage on the walls after a good rain. Therefore I am looking for a mold/mildew resistant way to finish off the walls and floor.

I've seen articles on the Owens Corning Basement Finishing System. Are there any other lower cost alternatives?

If you still have water coming into the basement, I guess you want to stop that before you do anything else. I too had a chronic problem of water, especially after a driving rain on the front of our house. After several years of battling this, looking at gutters, looking at the grade near the foundation, etc., I had a suggestion from a roofer. He thought my brick facade needed watersealing. I paid $7 for a can of Thompsons Waterseal and brushed it on the first story of my two story house. I haven't had the problem since! (PS: one contractor wanted $10,000 to fix the problem).
