I replaced the ballcock in my toilet and now have low water pressure in my bathroom sink. How could that have been affected, and how in the world do I fix it?

Take the aerator off and see if it's plugged with debris.
Make sure all the valves you closed you opened fully ..If they are gate or globe valves afterr you open them fully back them off a 1/4 Turn so they don't freeze up
