Each year I have to lay Bermuda sod on a 650 sq foot oval area with underground sprinklers. I thought Bermuda grass comes back each year?

It should last longer.
I am betting you have one of these issues:
Over Watering, the roots rot or are not long enough to sustain the plant in a dryspell.
An insect problem.
Or that particular area of lawn was once used for another pupose and has toxins or herbisides in it that once it gets to the plants kills it.
