hi i am interested in replacing my old 1980s looking wood paneling in my basement and putting up drywall. my question is,is there drywall already behind the wood paneling maby? if not how would i put dry wall up behind cinder block?

I doubt anyone would put paneling over drywall. One of the main reasons people like paneling is because you don't need to tape and mud. That and that the 1960s/70s rustic look.

You may be able to attach the drywall to the same "studs" that the paneling is nailed to. It would be a good time to clean the foundation walls and insulate.
