I too am currently seeking companies to provide me their recommendations/estimates to try and stop my basement water problems (inside drains clogged and concrete over old drains are starting to rise) and outside drains above dirt now in some places.
I've had 2 companies come in to look at my problem and am even more confused (my feeling, since its been a problem for years and getting worse, is that i need both inside and outside work done-but who can afford that).
One told me the best way to go would be to try and stop the water from coming into the house, by replacing outside drains and waterproof the outside of the house walls.
The 2nd company, Vulcan, specializing in this area, said the inside is the way to go (replace drains, etc)because you can't guarantee it from the outside. The Rep mentioned that Bob Vila has mentioned them on his shows - wondering if it's true.
Not sure what my next step will be.

I guess we all have our own opinions.
I like to tackle problems from the outside if we are not dealing with hydrostatic pressure or other issues with the floor. If the problem is wall related, there is no doubt in my mind (unless there are certain circumstances) the issues should be addressed from the outside.
Typically outside work is much more expensive because of related soil removal and landscaping issues.
The most important thing is to get local referrals that are as old as possible.
