I am preparing to finish my basement. It currently has a foil faced fiberglass insulation riveted to the concrete perimeter walls. My question is should I remove this before framing and add new insulation? Or should I leave it in place, and frame up against it? If I leave it in place should I still add additional insulation and a vapor barrier? Thank you in advance for any advice you can give.

Let me make sure I understand this...the insulation is in direct contact with the concrete walls?

If this is the case remove the insulation. Frame your new walls leaving 1" air space between the framing and the concrete wall. Use a pressure treated sill plate and regular 2x4's for the walls.
